PROBLEM TO BE SOLVED: To provide a digital broadcast receiving device and method, and a program for shortening a display disabled period that is caused during channel switching. SOLUTION: The digital broadcast receiving device 100 includes: a data acquisition unit 111 for measuring data related to data reception wait that is caused during channel switching processing; a channel switching instruction unit 110 for controlling timing to operate the data acquisition unit 111; a parameter generation unit 112 for generating a control parameter on the basis of the data acquired by the data acquisition unit 111; a processing time calculation unit 113 for calculating a channel switching time on the basis of the control parameter generated by the parameter generation unit 112; and a channel switching timing control unit 114 for controlling timing to start channel switching so as to shorten a data reception waiting time that is caused during channel switching, on the basis of the channel switching time calculated by the processing time calculation unit 113.
