PROBLEM TO BE SOLVED: To provide a reinforcing-bar-arrangement inspection device which is so structured as to be capable of inspecting arrangement of a reinforcing bar accurately and moreover at high speed, and to provide a reinforcing-bar-arrangement inspection method. SOLUTION: With a three-dimensional laser scanner fixed, any one of a plurality of arranged reinforcing steel bars 1 is irradiated with a laser beam, and point group data are acquired. An image to be acquired by cutting the point group data in a horizontal direction 50 is created. From the cut image a circular part is extracted, and a center candidate position of the reinforcing steel bar 1 is created. A circular part is extracted for each cut cross section in the perpendicular direction of the reinforcing steel bar 1, and a center candidate position of the reinforcing steel bar is created. The center candidate positions of the reinforcing steel bar created for individual cut cross sections are mutually lapped over in the perpendicular direction, to create a three-dimensional image, and from the three-dimensional image the position of the reinforcing steel bar is determined.
