<P>PROBLEM TO BE SOLVED: To estimate the location of a lost article or a stolen article while suppressing the increase of cost and degradation of positioning accuracy in doors. Ž<P>SOLUTION: A LOST registration request receiving unit 102 receives an instruction for this image capturing apparatus to shoot an image and identification information of the image capturing apparatus. An apparatus information receiving unit 106 receives identification information of the image capturing apparatus from the image capturing apparatus via a network. An apparatus information decision unit 108 instructs imaging of an image when the pieces of identification information received in the LOST registration request receiving unit 102 and the apparatus information receiving unit 106 coincide with each other.
