<P>PROBLEM TO BE SOLVED: To provide content at a timing in which an action to be evoked when a user browses content is executable. Ž<P>SOLUTION: An action label assignment unit 130 extracts a content keyword, with multiple labels being assigned to a keyword. At a per-action score calculation unit 140, a score is calculated per action label for a keyword to which an action label has been assigned. A notification trigger condition assignment unit 150 assigns a notification trigger condition per action label for a keyword. Using the score calculated by the per-action score calculation unit 140, a presentation timing determination unit 180 checks whether a condition stored in a notification trigger condition storage unit 160 has been met, and a condition which is needed to assign a notification trigger for each action label for a keyword is stored. If the conditions for a notification trigger are fulfilled, the presentation timing determination unit 180 obtains presentation content from a content storage unit 110 and presents the same on a display 11.
