<P>PROBLEM TO BE SOLVED: To improve, with a simple configuration, efficiency in removing toner adhering to brush bristles, in an application device including: a lubricant; a brush-like rotating member having the bristles around it and disposed in contact with an image carrier and the lubricant to apply the lubricant to the image carrier; and to provide a removal device for removing foreign matter adhering to the brush bristles. Ž<P>SOLUTION: The removal device 45 has a comb teeth member 45A, the leading end of which has a comb teeth shape and which is disposed in contact with the brush bristles 38a. The removal device 45 is disposed so that the teeth of the comb teeth shape may be oriented toward the upstream in the rotating direction of the brush-like rotating member 38.
