<P>PROBLEM TO BE SOLVED: To provide a filter for display at low cost which has glossiness, transparency, and anti-reflection nature, and on which reflection is prevented even when viewing diagonally. Ž<P>SOLUTION: The filter for display has conductive meshes having rugged structure on a base material, has a second layer and a first layer in this order on the conductive meshes, wherein the first layer and the second layer are formed by phase separation of a single layer, the first layer and the second layer have rugged structure derived from the rugged structure of the conductive meshes, luminous reflectance in wavelength of 380-780 nm measured from the side of the first layer is ≤2.5%.
