PROBLEM TO BE SOLVED: To provide a developing roller that is satisfactory in roller dimension accuracy and surfaceness, uniform in electric resistance and hardness, and can be recycled after use. SOLUTION: The developing roller bears toner, and supplies toner to the surface of an image carrier on which a latent image is formed, thereby developing the electrostatic latent image. The developing roller comprises an axial core, and at least one elastic layer formed on the peripheral face of the axial core. The elastic layer contains thermoplastic elastomer. In addition, when measurement is made using an elastic layer cut out from the developing roller, T1 (L) representing a temperature (°C) at which viscosity is 5.0×10<SP>3</SP>Pa s and T1(H) representing a temperature (°C) at which viscosity is 5.0×10<SP>4</SP>Pa s satisfy the relation expressed by formula (1): 5°C≤T1(L)-T1(H)≤20°C.
