<P>PROBLEM TO BE SOLVED: To reduce uneven light emission in a light-emitting device including a plurality of light-emitting elements. <P>SOLUTION: The light-emitting device includes a substrate 1, a plurality of first light-emitting elements 2, and a plurality of second light-emitting elements 3. The light-emitting device further includes a plurality of first enclosing members 4, and a plurality of second enclosing members 5. The plurality of first light-emitting elements 2 are packaged onto the substrate 1. The plurality of second light-emitting elements 3 are packaged onto the substrate 1 each, and are disposed, while being adjacent to the plurality of first light-emitting elements 2. The plurality of first enclosing members 4 cover the plurality of first light-emitting elements 2. The plurality of second enclosing members 5 cover the plurality of second light-emitting elements 3, and abut on the plurality of first enclosing members 4. The plurality of second enclosing members 5 have a refractive index larger than that of the plurality of first enclosing members 4.
