PROBLEM TO BE SOLVED: To provide a method of manufacturing a plug for a base isolation structure having sufficient damping performance, deformation followability and the like, at a uniform density, without generating a cavity, and the base isolation structure using the plug for the base isolation structure manufactured by the method. SOLUTION: This method of manufacturing the plug for the base isolation structure comprising a plug composition containing at least an elastomer composition with a reinforcing filler and a thermoplastic resin blended in an elastomer component, and powder, includes a process for feeding the plug composition into a molding die, and a process for molding, in the die, the plug composition at a temperature of -30°C or higher that is softening point of the thermoplastic resin. The present invention discloses the plug for the base isolation structure manufactured by the method, and the base isolation structure using the plug for the base isolation structure.
