PROBLEM TO BE SOLVED: To provide a cutting tool which allows its tip to be easily re-polished in a short time, can ensure longer cutting edge life, and can improve operating time efficiency in re-polishing, and to provide a method of polishing the cutting tool. SOLUTION: An outer circumferential surface of a distal end of a cutter body 10 is provided with a plurality of spindles 30 in a direction perpendicular to a cutter rotation axis CZ. A tip CB is mounted on each spindle, projects in the direction of the cutter rotation axis, is rockable aroung the spindle, and is restricted in rocking range by a restriction part 12 (20A, 20C) surrounding the spindle. The tip CB is structured such that: when the cutter body rotates in a forward direction, the tip is retained at a first restriction position as one end of the rocking range and can cut a workpiece W and; when the cutter body rotates in a reverse direction, the tip is retained at a second restriction position as the other end of the rocking range and can align a flank MN1 of a cutting edge C1 with an orthogonal plane which intersects perpendicularly with the cutter rotation axis.
