<P>PROBLEM TO BE SOLVED: To provide a radio communication device capable of rapidly notifying a corresponding MIH (media independent handover) user about the variation in a radio state without mixing up threshold values set by a plurality of MIH users. Ž<P>SOLUTION: This radio communication device (1) includes an application portion (10), a communication portion (30), and a function portion (20). The application (10) supplies a request threshold value about a radio state to the function portion. The function portion sets a threshold value approximate to a present radio value in an upward direction and a threshold value approximate in a downward direction, of request threshold values, as first and second threshold values in the communication portion (30), respectively. The function portion sets a third threshold value based on the request threshold values. When variation between the present radio value and a radio value afterwards crosses any one of the first-third threshold values, the communication portion supplies the radio value afterwards to the function portion. The function portion notifies the application to which the request threshold value included between the present radio value and the radio value afterwards is supplied that the radio state crossing the request threshold value fluctuates.
