PROBLEM TO BE SOLVED: To provide a reinforcement structure for a pier which is simple in structure, low in cost, and can expect a reliable seismic control effect, and a reinforcement method for the pier. SOLUTION: The reinforcement structure for a pier 1 includes a bottom end which is driven into the sea bottom ground 3 and a top end which has an upper member 7. A pile group 11 which is independent of the pier 1 and has higher horizontal rigidity than the pier 1 is provided in the reinforcement structure. In the reinforcement structure 1, one end of a damper 13 is connected to the pile head 14 of the pile group 11 and the other end is connected to the upper member 7 to install the damper 13.
