<P>PROBLEM TO BE SOLVED: To provide a content browsing control system which controls digital content browsing even in the off-line state not networked to a server after content acquisition. <P>SOLUTION: A key decryption key to decrypt a content decryption key is stored in a high security IC card 400. A user terminal 200 provided with a content reproduction function accesses a content server 300, and acquires encrypted content and an encrypted content decryption key that is used for content decryption. When the content is reproduced, the user terminal 200 transmits the encrypted content decryption key to the IC card 400, and the encrypted content decryption key is decrypted by the key decryption key stored in the IC card 400.
