<p><P>PROBLEM TO BE SOLVED: To provide a vehicle operation plan creation method and apparatus that draft a vehicle allocation plan that increases a turnover rate of vehicles for picking up and delivering loads at a plurality of scattered delivery bases and to destinations in short distance conveyance and reduces delivery costs. <P>SOLUTION: The method includes a planning data selection processing step of asking input and selection of delivery order data, a data reading processing step of reading the delivery order data, master data necessary for vehicle operation plan creation, and a search scenario indicating a search order and a search method, and an optimum operation plan creation processing step of creating a vehicle operation plan from the delivery order data and the master data according to the search scenario through search processing of maximizing an objective function that sums differences each between vehicle receipts and vehicle operation costs.
