PROBLEM TO BE SOLVED: To provide a technology of installation of a base plate 4 for mounting a base-isolating device, which facilitates the operation of inserting an anchor bolt 5 into a cage-like reinforcement, which enables the anchor bolt 5 to be accurately installed in a desired position, and which can secure sufficient anchorage strength even when keeping the height and width of a foundation column section small. SOLUTION: The cage-like reinforcement for reinforcing the foundation column section is preassembled; the base plate 4 is temporarily supported by inserting the plurality of anchor bolts 5, equipped with an anchor plate installed on the base plate 4, in predetermined positions in the cage-like reinforcement, respectively; after that, an anchor bar 10, which is formed by bending one deformed bar in an approximate U-shape, is used; a bent portion of the anchor bar 10 is engaged with an anchorage portion which is provided in each of the anchor bolts 5; and the foundation column section is formed by placing concrete after arranging the bars in the state of inclining them horizontally or to the other side of the base plate 4.
