The system has a downward opened housing provided with a housing upper part and a completely closed side part, and a metallic part driven by an axis and including cutters. Deflectors (6) are arranged in an area (10) of cutter edges away from the housing upper part. Each deflector has a distance of 0.2-20 mm to a cutting area of the cutters. The deflectors are made of metal, plastic or rubber. The cutters are made of a material selected from a group of metals, plastics, glass-fiber reinforced plastics, composite materials and stainless steel.
