A personal care device (1) comprises an immiscible conditioning composition formed by combining a hydrophilic matrix, such as a polymeric material, and a hydrophobic conditioning agent. More particularly, a hydrophobic conditioning agent may be dispersed therein, such as a silicone or a siloxane-based agent suitable for transferring from the device surface, and more particularly the matrix surface, to hair or skin surfaces in contact therewith.
