Provided are a paper-made ring-shaped binder capable of binding paper sheets of every size, and a production system and a production device capable of efficiently, economically, and continuously producing paper-made binders of such a structure. The paper-made binder (1) is constructed from a laminated paper sheet formed by laying paper sheets over each other. The laminated paper sheet has a band-shaped space (connection section)(3) and ring sections (tooth-like sections)(2, 2,...). The band-shaped space (connection section)(3) has a bonded layer (2d) between each sheet and is provided on the laminated paper sheet along the direction of its extension. The ring sections (tooth-like sections)(2, 2,...) extend in either of the directions perpendicular to the extension direction from the band-shaped space (connection section)(3). Those portions of the paper sheets which are in the band-shaped space (connection section)(3) are bonded to each other, and those portions of the paper sheets which are in the ring sections (tooth-like sections)(2, 2,...) are not bonded to each other. The bonded layer (2d) is exposed at the front ends of the ring sections (tooth-like sections)(2, 2,...).
