PURPOSE: An electrolytic condenser is provided to improve the ESR(Equivalent Series Resistance) or the LC(Leakage Current) by directly contacting core to a cathode foil in the process of winding an anode foil, a cathode foil, and an isolating paper. CONSTITUTION: A cathode foil(5) comprises a first part reaching a first end part of one end side from the central part of the long direction, and a second part reaching a second end part of the other end side from the central part of the long direction. A first anode foil(3) is arranged in more inner side than the first part. A second cathode foil(4) is arranged between the first part and second part. A first isolating plate(6) is inserted between the first part of the cathode foil and the first anode foil. A second isolating plate(7) is inserted between the first part of the cathode foil and the second anode foil. A third isolating plate(8) is inserted between the second anode foil and the second part of the cathode foil. A fourth isolating plate(9) is arranged in the outside of the second part of the cathode foil.
