PURPOSE: A composition for finishing the surface of metal and a manufacturing method thereof are provided to degrade environment, improve safety, and prevent environmental contamination by not including chrome. CONSTITUTION: A composition for finishing the surface of metal comprises thermosetting resin, aqueous flux, silane coupling agent, and lubricant. The boiling point of the aqueous flux is 110~140°C. The resin is one or more selected from a group consisting of epoxy resin, amino resin, urethane resin, and modified resin. The composition for finishing the surface of metal includes 40~80 weight%.
