PURPOSE: A billet forging apparatus and method are provided to prevent billet from being cooled, reduce the molding time by excluding reheating of billet, and improve the performance of billet. CONSTITUTION: A billet forging apparatus comprises an upper press unit(100), a lower press unit(200), and a billet adjusting unit(300). The upper press unit comprises an upper die(150) which contacts the top surface of angled billet. The lower press unit comprises a lower die(220) which press-forms angled billet(10) together with the upper press unit. The billet adjusting unit comprises a support frame, first and second chucking arms, first and second clamp chucks, a chucking part, and a rotating part.
