PURPOSE: A hybrid power conversion device and a power-converting method are provided to reduce the cost by minimizing the use of power element. CONSTITUTION: A second switching element(220) is connected to a first switching device(210). A first capacitor(300) is connected to the first switching element. A second capacitor(400) is connected between the second switching element and the first capacitor. A third switching element(500) is selectively connected to a first contact point connected between the second switching element and the second capacitor, or a second contact point connected between the first capacitor and the second capacitor. The provided direct current voltage is boosted in the state that the third switching element and the first contact point are connected during the OFF state of the first switching element. The AC voltage provided is transformed into DC voltage in the state that the second contact point and the third switching element are connected.
