PURPOSE: An upper sheet for an electromat is provided to prevent exposure of heating wire to the surface of the upper sheet. CONSTITUTION: An upper sheet(100) for an electromat comprises a cushion layer(110) formed of non-woven fabric, and a coated layer(120) coated on the upper portion of the cushion layer. The coated layer is formed of PET material. The upper surface of the cushion layer is printed using a transfer paper. An apparatus for manufacturing the upper sheet comprises an air generator for air suction.
