PURPOSE: A steel material restrained from surface decarburization and a manufacturing method thereof are provided to suppress the decarbonization of steel material by forming a thickening layer at the range of the temperature in which the decarbonization of the steel material easily occurs. CONSTITUTION: A steel material restrained from surface decarburization comprises a B thickening layer. The B thickening layer is formed on the surface of the steel material. The thickness of the B thickening layer is over 3 micron. The B thickening layer is an area in which B content is 500ppm or greater. The steel material comprises B 0.001~0.02 weight%.
