PURPOSE: A steel sheet whose electric conductance is improved and a resin composition which is used for the same is provided to increase the surface electric conductance by forming a resin film in which the electricity conductivity additive is included. CONSTITUTION: A steel sheet whose electric conductance is improved comprises a steel substrate and a resin film. The resin film is and formed among the second side in the minimum single-side if the first of the steel substrate. The resin film is formed into the resin composition. Resin composition comprises theme resin - melamine based hardener composition 20 ~ 40 parts by weight, electricity conductivity additive 2 ~ 10 parts by weight, pigment 2 ~ 8 parts by weight, and quenching agent 2 ~ 8 parts by weight. The river channel film is and formed among the second side in the minimum single-side if the first of the steel substrate. The river channel film is formed between the steel substrate and resin film in case the resin film is formed on the steel substrate.
