PURPOSE: A fertilizer for promoting the growth of plant and improving the quality of soil is provided to activate microorganism for a long term by enhancing the decomposition of chitin and/or chitosan through organic decomposition of Streptomyces sp. microorganism. CONSTITUTION: A method for manufacturing a fertilizer for promoting the growth of plant and improving the quality of soil comprises the following steps: pulverizing the shell of crustacean; stirring the powder by mixing 10-20 parts by weight of purified water and 10-20 parts by weight of glucose with 100.0 parts by weight of the powder; stirring and dispersing the powder by mixing the power with microorganism which is selected from 'Bacillus subtilis, Bacillus megaterium, Lactobacillus sp., Pseudomonas Putida, Pseudomonas fluorescence, Rhizopus sp., and yeast; and fermenting the dispersed mixture while stirring the mixture more than for four days at 15-30°C.
