PURPOSE: A surface treatment method of carbon fiber and an apparatus thereof are provided to minimize frictional resistance of the carbon fiber and a surface treatment apparatus by preventing contact of anodes of the carbon fiber and the surface treatment apparatus. CONSTITUTION: A surface treatment method of carbon fiber comprises the following: a DC power supply(34); an anode-current input port(10) applying currents to the carbon fiber while passing the carbon fiber(5) through an aqueous solution; a cathode plate(20) connected to an anode of the DC Power supply; an electrolyzer(30) supplying an electrolytic aqueous solution to the carbon fiber; and an electromagnet(40) adjusting a moving speed of the electrolytic aqueous solution by generating a magnetic field to the anode-current input port.
