PURPOSE: An apparatus for manufacturing slag is provided to improve the adhesion of slag with other materials by increasing the surface roughness of the slag. CONSTITUTION: An apparatus for manufacturing slag comprises a first roller(41), a second roller(42), a cooling fluid supply unit(43), and a rotating unit(44). A first and a second flow path(411,421) are respectively formed inside the first and the second roller. The second roller is installed adjacent to the first roller. The cooling fluid supply unit supplies cooling fluid to the first and second flow paths of the first and second rollers. The rotating unit rotates the first roller and the second roller.
