PROBLEM TO BE SOLVED: To provide an improved seal assembly and an improved sealing method adapted for relative transient motions of a rotor and a stator. SOLUTION: A steam turbine (10) includes a steam turbine casing (26), a rotor (12), and at least one compliant plate seal assembly (24) situated between the casing and the rotor. The compliant plate seal assembly includes a support member (28) being stationary with respect to the casing, a plurality of plate members (48) movably mounted to the support member and extending toward the rotor, each plate member being inclined with respect to a rotation direction of the rotor, and an actuator (32) for selectively exerting a pressure to retract the plate members in a direction away from the rotor.
