PROBLEM TO BE SOLVED: To provide an organic EL element in which change of hue against the change of the voltage applied to the electrode is little and which has a high luminous efficiency, to provide a manufacturing method thereof, and to provide a lighting device, a planar light source and a display element which employ the organic EL element. SOLUTION: The organic EL element includes a transparent anode (first electrode) 3 having a light transmission property, a cathode (second electrode) 5 arranged opposed to the transparent electrode 3, a light-emitting portion 4 which is arranged between the transparent electrode 3 and the cathode 5 and has three luminous layers 9a, 9b, 9c containing a polymer compound, and a film 8 arranged at the outermost layer of the transparent electrode 3 with the light-emitting portion 4 as reference. Respective luminous layers 9a, 9b, 9c constituting the light-emitting portion 4 emit light of mutually different peak wavelength, and the luminous layer emitting light with longer peak wavelength is arranged nearer to the transparent anode 3. A concavo-convex shape is provided on the surface on the opposite side to the light-emitting portion 4 side of the film 8, the Haze value of the film 8 is 70% or more, and the total light transmissivity of the film 8 is 80% or more.
