<P>PROBLEM TO BE SOLVED: To provide a compact, lightweight, and inexpensive apparatus for forming a layer on a film, which has a fixed-amount discharge device and a plurality of applicators, and requires less installation space. <P>SOLUTION: In the layer forming device, a predetermined amount of a layer-forming liquid 12 is discharged to each of a plurality of applicators 13 by a fixed-amount discharge device 14, so that a fixed amount of layer-forming liquid 12 is applied to positions aligned on a film 11 to form separate layers 15 having a uniform thickness.
