PROBLEM TO BE SOLVED: To improve accuracy in detecting an estimated action in an action estimation device. SOLUTION: With respect to each of a plurality of preset categories, an action estimation model corresponding to each specific action is prepared. Characteristic point data is detected from image (S120), and characteristic point data detected during a period in which a determined action is specified is collated with an action estimation model corresponding to the determined action for each category, to derive a degree of matching between a driver and each category (category matching degree) (S140). A result obtained by multiplying the collation matching degree of the characteristic point data with all action estimation models by the category matching degree is accumulated for each specific action, and a specific action corresponding to the action estimation model with the largest value of the accumulated result is detected as the estimated action (S150).
