<P>PROBLEM TO BE SOLVED: To provide a heat insulating material which enables construction to be easily performed with no space between by fitting the heat insulating material between frameworks of a house without the application of accurate working while keeping the performance of a foamed heat insulating material or a vacuum heat insulating material as it is. Ž<P>SOLUTION: A fiber accumulation 1 is superposed on or joined to the at least one surface of a plate-like rigid heat insulating material 2, so that the heat insulating material can be fitted with no space between the frameworks such as columns of the house. Additionally, construction can be easily performed while making it unnecessary to apply accurate work in the same dimensions and shapes as those between accumulation members to the heat insulating material before the construction.
