PROBLEM TO BE SOLVED: To provide a thawing device and a thawing method each reliably preventing a deterioration in quality of thawed food when thawing frozen food. SOLUTION: The thawing device 1 thaws frozen food F up to a thawing completion temperature at which the food F seems to be completely thawed, and includes a treatment tank 2 having a retention space 21 where a cooling liquid C is retained, and a placing board 23 holding the food F inside the retention space 21, and a freezer 5 cooling the cooling liquid C charged in the retention space 21. The thawing device 1 is structured so that the cooling liquid C is forcibly cooled to have such a temperature as to be lower than an initial temperature and also higher than the thawing completion temperature by actuation of the freezer 5 within the preset thawing completion time with the food F present in the cooling liquid C which is retained in the retention space 21 and has the initial temperature of the liquid C higher than the thawing completion temperature.
