PROBLEM TO BE SOLVED: To find out the sufficient number of peer nodes satisfying context retrieval conditions even when the number of peer nodes participating in a peer-to-peer network is small. SOLUTION: A retrieval condition extraction part 402 extracts retrieval conditional expressions from a retrieval request. When context registered in a context table 1 is matched with the context retrieval conditional expressions, a solution retrieval part 404 registers the ID of a self-node as one of retrieval resolutions. When the retrieval conditions logically satisfying a part of the context retrieval conditions are already registered in a retrieval history table 2, a solution candidate retrieval part 405 certifies the past retrieval resolutions for the retrieval conditions as retrieval resolution candidates. A resolution candidate extraction part 305 extracts retrieval resolution candidates from a retrieval response. A retrieval solution specification part 306 collates the retrieval solution candidates extracted from the retrieval response with a retrieval history stored in a retrieval history table 2, and specifies retrieval resolutions from among the retrieval solution candidates.
