PURPOSE: A brain stimulation and measuring device and a manufacturing method thereof are provided to minimize damage of brain by tapering the end of a signal applying part or an optical fiber. CONSTITUTION: A signal applying part(10) applies a signal to a biological tissue in order to stimulate the biological tissue. An electrode part(20) detects the electrical signal of the biological tissue. The electrode part surrounds the signal applying part with plating, doping or coating. An insulation part(30) controls the impedance of the electrode part. The signal applying part and the electrode part are formed into one body. One end of the signal applying part is tapered. The signal applying part comprises a plurality of optical fibers.
