<p><P>PROBLEM TO BE SOLVED: To obtain high security even when a visitor card is also used by another system for managing entrance into/exit from a room. <P>SOLUTION: A lent state of the visitor card, in which each card ID for use in the visitor card is recorded, and the enabling or disabling of the operation of the card ID are prestored in a visitor information storage portion 55A. In an ID card processing portion 56, when the visitor card is issued, the card ID indicating an unlent state and the enabling of the operation is selected by referring to the visitor information storage portion 55A; the lent state of the selected card ID in the visitor information storage portion 55A is set as the state of being lent; and the card ID is recorded in any one of the visitors cards under the unlent state.
