PROBLEM TO BE SOLVED: To provide an electric field absorption type optical modulator having desired group delay characteristics. SOLUTION: In Fig.1, numeral 1 indicates a semiconductor optical modulator. The semiconductor optical modulator 1 in an embodiment 1 is an electric field absorption type (called an EA modulator) optical modulator. Numeral 2 indicates a wire connected between an electrode 1a and an input side line 20. Numeral 3 indicates a wire connected between the electrode 1a of the semiconductor optical modulator 1 and an output side line 4. Numeral 4 indicates an output side line, and numeral 5 indicates a resistor connected in series to the output side line 4. The output side line 4 and the resistor 5 have different impedances.
