<P>PROBLEM TO BE SOLVED: To provide a fixing device of an external heating system, which can efficiently transmit heat to a fixing member from an external heating device and is high in heat efficiency, and to provide an image forming apparatus having the fixing device. Ž<P>SOLUTION: In the area 35 of the surface of the fixing member 20, to which heat is transmitted by the external heating device 70, a quantity of heat generated by the external heating device 70 is made larger on the downstream side than that on the upstream side in the moving direction of the surface of the fixing member 20.
