PROBLEM TO BE SOLVED: To provide a shock absorbing device without deteriorating riding comfort while exerting a damping force depending on a vibration frequency. SOLUTION: The shock absorbing device D includes a cylinder 1, a partition member 2 slidably inserted into the cylinder 1 to partition the inside of the cylinder 1 into two working chambers R1, R2, passages 2a, 2b connecting the two working chambers R1, R2, a housing 4 forming a pressure chamber R3, a free piston 9 slidably inserted into the housing 4 to partition the pressure chamber R3 into one chamber 7 communicating with one working chamber R2 through one passage 5, and the other chamber 8 communicating with the other working chamber R1 through the other passage 6, and one side spring element 18 and the other side spring element 19 for urging the free piston 9. When the free piston 9 displaces one side spring element 18 from a neutral position to the one chamber 7 side by a predetermined amount, a spring constant is set to be greater. When the free piston 9 is displaced from the neutral position to the one chamber 7 side by a predetermined amount or more, a bypass passage 17 is opened to allow the other chamber 8 to communicate with the one working chamber R2.
