PROBLEM TO BE SOLVED: To solve such a problem that a ZnPd alloy is excepted as a methanol steam reforming catalyst, and fine particles of ZnPd are desired in order to increase a catalytic capacity, but it is technically difficult to obtain the fine particles of ZnPd because the reduction of Zn<SP>2+</SP>ions is difficult. SOLUTION: By the reduction of a mixture of zinc or a zinc complex and a palladium complex in the presence of an organic ligand, zinc-palladium fine particles comprising palladium and zinc and having the major axis of 1 to 100 nm are obtained.
