<p><P>PROBLEM TO BE SOLVED: To shorten a time required to generate a foam and to feed it to an applying member when the foam is to be applied. <P>SOLUTION: The foam applying apparatus has: a foam generator 205 which generates foams 210 from either a liquid or a gel changeable to a foamy state, and a treatment liquid 201 containing both the liquid and the gel; and a foam feed opening section 206 which feeds the foams 210 to a foam applying section 208 from a feed opening 207.
