PROBLEM TO BE SOLVED: To register a frequent behavior when an abnormal condition occurs and to increase an arrest rate for later suspicious behaviors. SOLUTION: The registration apparatus includes: a state information DB 150 for storing state information which shows the action state of an object, includes a verb indicating the kind of an action of the object and a noun related to the action of the object and represents the semantic relation of the noun to the verb; a suspicious behavior DB 180 for storing a behavior pattern in which the verb indicating the suspicious action of the object is associated with the noun related to the suspicious action of the object; a transmission/reception part 101 for receiving detection information; an acquisition part 104 for acquiring state information corresponding to the detection information; a pattern detection part 106 for detecting frequently appearing combination of the verb and the noun among the plurality of sets of the verb and the noun included in the state information acquired for two or more pieces of the detection information; and a registration part 108 for registering the action pattern in which the noun is associated with the verb included in the detected combination in the suspicious behavior DB 180.
