PROBLEM TO BE SOLVED: To provide a nuclear fuel rod capable of greatly improving thermo-mechanical soundness without decreasing nuclear characteristics of the nuclear fuel rod while a rapid output power increase or combustion of the nuclear fuel takes place. SOLUTION: In the nuclear fuel rod including a cladding tube 3, a plurality of fuel pellets 2 loaded into the cladding tube 3, upper and lower end plugs 5 and 4 sealing ends of the cladding tube 3, and a plenum spring 7 disposed at a plenum part 6 in the cladding tube 3, a carbon nanotube layer 1 is formed by filling fibrous carbon nanotubes into a spacing part between the fuel pellet 2 and the cladding tube 3.
