A method and device for efficiently compressing information by eliminating signal correlation effectively according to the local property of a 4:4:4 format video signal to be coded is provided. The device comprises a signal analyzing section for obtaining average values of the color component signals belonging to a first region in units of second regions defined by dividing the first region and obtaining the average value separation signals corresponding to the second regions, an average value signal coding section for performing prediction coding of an average value signal composed of the obtained average values independently for each color component, and an average value separation signal coding section for subjecting the average value separation signals of the color components to a conversion between the color components selected from prepared conversions while switching the conversion and coding the average value separation signal independently of the average value signal coding section. The average value separation signal coding section outputs information about instruction of the selected conversion between the color components to a bit stream as part of coded data.
