PROBLEM TO BE SOLVED: To provide an exchange distribution apparatus and exchange distribution method for offering new services via the same access network as the prior arts without exerting any adverse influence upon an existent exchange when adding new services utilizing an existent communication network. SOLUTION: The exchange distribution apparatus comprises a determination means for determining one distribution destination from among a plurality of exchanges when a request for connection setup is received from a communication terminal, and a distribution destination determination table in which the communication terminal correspondingly records exchange ID information contained in identification information imparted from the exchange and address information of the exchange corresponding to the exchange ID information. The determination means refers to the distribution destination determination table and acquires distribution destination address information of the exchange from the exchange ID information contained in information of the request for connection setup, thereby determining one of the plurality of exchanges as a distribution destination.
