PROBLEM TO BE SOLVED: To improve durability of a radiator plate, in a technique for improving a heat radiation effect by running a heat transport medium in a radiator plate. SOLUTION: In this radiator plate 1, an ECF (electric field conjugate fluid) is filled in a casing 11, and the ECF is run by applying voltage to the ECF using electrodes 14a, 14b in the casing 11. A longitudinal partition plate 12 partitions the inside of the casing 11 into a first layer 31 and a second layer 32, and is structured to make the first layer 31 and the second layer 32 communicate with each other at a hole 21 at a central part in the plate surface direction of the casing 11 and at ends in the plate surface direction. The electrodes 14a, 14b are arranged to run the ECF from the second layer 32 through the hole 21 to the first layer 31, and run the ECF from the first layer 31 through the ends to the second layer 32.
