PROBLEM TO BE SOLVED: To provide a manufacturing method of an emulsion which is excellent in storage stability, particularly aiming at the easy preparation of an emulsion of polyorganosiloxane. SOLUTION: The manufacturing method of the emulsion comprises the step of obtaining the emulsion by emulsifying a mixture of oil and a surfactant obtained by synthesizing the surfactant in oil. Especially, the method is normally suitable for preparing the emulsion of organopolysiloxane (A) that is difficult to conduct the stable emulsification. It is capable of manufacturing the emulsion excellent in storage stability by synthesizing a silicone type surfactant (B) in oil, especially a silicone type surfactant that has a small degree of polymerization of a siloxane chain such as trisiloxane.
