<P>PROBLEM TO BE SOLVED: To provide a removing lifter and a removing lift construction method for moving a manhole cover frame and the road surface therearound in the form of an integral block, while sliding, to an easily liftable state by a minimized lifting means. Ž<P>SOLUTION: This lifter cuts the road surface around a manhole by rotating the manhole 360° about the center using an arcuate or curved cutter, and removes annular matters to be removed having a cutting surface of circular shape in plan view and three-dimensionally spherical surface shape by lifting. A groove hole 2 is provided to a bar-shaped body 1 in the longitudinal direction, and one or more movable and fixable hooking pieces 3 are disposed in the groove hole 2. The required section inside the manhole is hooked directly by the hooking pieces 3 or through auxiliary hooking pieces.
