PURPOSE: An apparatus and a method for efficiently coding a video signal are provided to minimize the information to be transferred for the illumination compensation. CONSTITUTION: A reference index of a current block is compared with the reference indexes of neighboring blocks according to the predetermined order. Based on the comparison result, the illumination differential value(IC_offset) at least one neighbor blocks is selected(S2110). The illumination differential estimation value for the current block is induced by using the illumination differential estimation value(S2120). The illumination compensation is performed for the current block by using the illumination differential values for the current block.
